Yes. Catholic Scouting is officially recognized by Scouts BSA.

Can girls earn their religious emblems?
Yes. Girls who are registered with Scouting America can earn the same emblems as the boys. Girls who are registered in Girl Scouts can earn the Girl Scout awards.
